The statistical system in Haryana consists of the Directorate of Economics and Statistics (DES) and the Statistical Divisions in other Government departments. The headquarters of DES is located at the State capital, Chandigarh, and is headed by the Director. The Directorate is functionally organized into seven technical divisions, each headed by a Joint Director, along with an Administration and Accounts Division headed by an Administrative Officer of the rank of Deputy Director.
Each division is headed by a Joint Director and further subdivided into sections. Typically, a group of two or three sections is headed by a Deputy Director. In total, there are 22 technical sections at the State Headquarters, staffed by officers including Deputy Directors, Assistant Directors, Assistant Statistical Officers, Statistical Inspectors, and Enumerators. The Administration and Accounts Division includes Superintendents and administrative staff.
Each of the 22 districts of Haryana has a District Statistical Office headed by a District Statistical Officer (Deputy Director rank). These officers are supported by Assistant Directors, Assistant Statistical Officers, Statistical Inspectors, Enumerators, and ministerial staff for administrative work. Staffing levels vary depending on district size and workload.
At the Tehsil level, a Statistical Inspector and an Enumerator are stationed at the Tehsildar’s office for statistical operations. They function under the technical supervision of the District Statistical Officer while handling day-to-day tasks under the Tehsildar.
Statistical divisions within other government departments address department-specific requirements and are typically headed by officers of Joint Director, Deputy Director, or Assistant Director rank. Staffing patterns vary across departments based on functional needs.
Several departments, boards, and corporations of the Government of Haryana utilize personnel from the Directorate of Economics and Statistics on deputation. Notably, DES personnel support planning activities at Zilla Panchayats and the Planning Secretariat. As of 31 March 1999, a total of 719 personnel were serving on deputation across various organizations.
